Кроме того, подрядчик должен был разработать предложения по ограничению доступа к ресурсам таких сетей.Ранее Роскомнадзор неоднократно сообщал о блокировке различных VPN-сервисов и анонимайзеров. В июне 2021 года ведомство сообщило о введении ограничений для VPN-сервисов VyprVPN и Opera VPN в соответствии с "регламентом реагирования на угрозы обхода ограничений доступа к детской порнографии, суицидальному, пронаркотическому и иному запрещенному контенту".В РКН отметили тогда, что ограничения не затронут российские компании, которые используют VPN-сервисы в непрерывных технологических процессах.2 декабря 2021 года Роскомнадзор предупредил, что будут заблокированы шесть VPN-сервисов: VPN Betternet, Lantern, X—VPN, Cloudflare WARP, Tachyon VPN, PrivateTunnel.
